Hello
I am a SINP EE nominated and my full application process ended on May 2017.. Planning to land @ Saskatoon/Regina on July 2017.
As per my observation and study, I have found out that getting a decent job without Canadian degree is near to impossible there. Therefore I am planning to do a Business Administration Certificate Part-time Evening Program of Edwards School of Business (university of Saskatchewan).
I am a MBA in finance now from my home country.

Seeking expert's opinion whether this certificate may help to get better job opportunity there?

I am inclined to disagree with the degree comment. Sure there are some jobs that are impossible to get without a degree but it is possible to get really good jobs without. There are several industries where this is possible. 6 figure salaries totally possible.

Does not hurt to have a useful degree but I do not believe it is necessary to get a good job.

Do some more homework before you decide.
 
Difficult to say as many people can fall into the lack of Canadian work experience trap as opposed to Canadian qualifications. Have you checked the actual job situation in your planned destination on the assumption you plan to seek employment in finance ?
 
I seeked information from different friends and ppl in SK and most of them agreed that without a Canadian degree they didn't even get a interview calls from the recruiter whereas they have very decent work experience and good education background.
