anybody who could take bursary from any school as an international student? if so, under what conditions ?
 
you cannot apply for bursary if you're international student
 
This bursary is granted to full-time universal students in Year 2 or above who can show uncommon or sudden monetary conditions.
As a universal understudy, you're relied upon to have adequate subsidizing to meet your training related expenses. In the event that this is not the situation, you should furnish supporting documentation alongside an itemized clarification to affirm your circumstance.

but not to an international student ? Only to PRs, citizens or protected person ? Please clarify.

Public schools/universities are subsidized by the government. That's why international students pay more fee than domestic students.
If they can afford 3x the tuition , they shouldn't have to apply for bursaries.

Work on campus opportunities are offered to underprivileged students( those who have student loans, disabled etc)
It doesn't matter what your situation is, in the eyes of govt and university officials you're rich. Therefore, you don't qualify for any of those.
