Buffalo application increase by 50%

I got the email from my universities international student office.
Effective 05 May 2010, the Visa Section of the Canadian Consulate General in Buffalo, New York will be not be open to the public on Wednesdays.

This measure is necessary to deal with steadily rising volumes of temporary worker, immigration, student and temporary resident visa applications. Buffalo's intake of such applications has risen by more than 50% since 2005. Officers will be able to devote more time to processing mail-in applications, which constitute the bulk of Buffalo's intake, with a goal of reducing processing times for such applications.

Buffalo's open to the public hours, during which applications may be submitted and, if at all possible, same-day processing provided, will henceforth be Monday, Tuesday, Thursday and Friday from 8 - 11 a.m. (public holidays excepted).

Actually, even NOW Buffalo doesn't accept any in-person applications on Wednesdays. I think they closed the office to the public on Wednesdays for quite a while.
