Hello,
I recently applied for a student permit for my 9 year old brother. I wanted him to come to Canada and study 4th grade in Elementary School in Ontario.
I've been living here for 14 years. I came as a refugee and eventually got a PR and citizenship. I was able save enough to afford the international fees for my brother to come and study for a year.
However, the application was denied because the officials believe that he will not return after his studies are done, specially they think he will apply for refugee status.
back in 2013 I applied for a visitor visa for him but was also denied due to the same reasoning.

I could apply again but the outcome will most likely be the same. I really want my brother to study here because I believe the education system here is much superior than that of my home country. I do not intent to have him claim refugee, his life isnt in danger, but it will be incredibly difficult to prove that.

Are there any other options that I could seek so that I can have my brother come and study?

should I apply for his study permit in Quebec since they manage their own separate provincial immigration?

my other idea is that I would have him study abroad to another country for a few months, then apply again to Canada, but I'm not sure if the officials would still think he will claim a refugee status.

Hi

Unfortunately, you don't really have other options. Based on your history, your brother is a huge risk to claim asylum. Going to school in another country for a few months isn't going to change that. What country are you from?

Quebec doesn't manage its own separate immigration. Every person "chosen" by Quebec still needs to apply to IRCC, so he would still be refused.

I agree with the above comments. Recommend you forget about bringing your brother to Canada for the primary school years. Try applying again once he is in high school.
