Background:
I am currently residing and working in Canada on a Post-Graduate Work Permit (PGWP), which is valid until January 2027. I got married in late 2025, which unfortunately meant I was unable to apply for a Spousal Open Work Permit (SOWP) at the time.
Following our marriage, I updated my Express Entry profile under the Canadian Experience Class (CEC) to reflect my marital status and indicated that my spouse would be accompanying me to Canada. I subsequently received an Invitation to Apply (ITA) and submitted my Permanent Residency (PR) application in the third week of May, with my wife listed as a dependent. I have since received my Acknowledgement of Receipt (AOR).

Current Situation:
My wife recently completed her post-graduation studies in April and is currently in the process of looking for employment. As she has not yet secured a job, she does not have a steady source of income.
Given that the current PR processing time is approximately 7 months, I am exploring options to bring my wife to Canada sooner.

My Questions:
  1. Visitor Visa with Dual Intent: Is a Visitor Visa based on dual intent a viable and advisable option given that our PR application is already in progress?
  1. Visitor Visa without Dual Intent: Is it possible to apply for a regular Visitor Visa without declaring dual intent, even though a PR application is already pending? If so, is this advisable?
  1. Risks of Approval & Refusal: Regardless of which Visitor Visa route is taken, what are the realistic chances of approval given our situation — a recently completed post-graduation, no current employment, and limited savings on my end? Are there any risks — including in the event of a refusal — that could negatively impact our ongoing PR application or raise concerns with IRCC?
  1. Inland vs. Outland PR Processing: Regardless of which Visitor Visa route is taken, can she complete the remaining PR formalities (biometrics, P1, P2, etc.) as an Inland applicant, or would she need to return to India at some stage?
  1. Alternative Pathways: Beyond a Visitor Visa, are there any other routes that could allow her to come to Canada sooner?
