I would like to bring my sister who lives in Iraq to Canada for a visitor visa. Me and my husband can financially support her and she will be living with us. She is 48 years old and not married with no kids. She works as an engineer in Iraq. We have tried many times to bring her to Canada but our application has always been refused. We would like to know if there is something we can do or somewhere we can go to make a visitor visa for her. Thank you
 
She has to convince IMM that she will return back - that's done by showing strong ties to home country, stable job, assets, foreign travel stamps on passport. Your letter is good but its only an invite
You could order GCMS notes and see which part are they refusing on
 
Definitely buy a return ticket before applying. And ask for visa for a short period, like 1 month. And include a letter from her employer saying she is on leave and needs to get back to work at a specific date. And provide proof that she has a good financial life in her country.
 
Thank you for everyone who replied . I have done everything that you have stated but she was still denied. I called a person who was willing to help us (from Active Professionals) and he told us to not waste our time because Canada does not accept people fromIraq, Syria and Palestine to enter. Is this true ?

I think doing this is the best way to start right now. You need to first find out specifically why they are refusing the visa in order to figure out what you can do differently in the future.
