Bridging work permit implied status

Hi All,

My brother applied for a bridging work permit in July 2022 to extend his post graduation work permit. After applying the bridging work permit, he got a letter to say that his work permit status is extended until Dec 1, 2022 or until his application is finalized (whichever comes first). Now, this bridging work permit application is still in-progress. He already confirmed his address and photo in PR portal for almost a month but have not received his eCOPR yet.

It said that he still has implied status and can continue working. Does anyone have any similar experience?

CIC said he should have an implied status but the wording in the letter is a bit confusing. Here is the original wording:

"Please attach this letter to your present work permit Number as proof that you are authorized to continue working with the same conditions (ie: employer and occupation) until Dec 1, 2022 or until a decision is made on your application, whichever is first"

Now Dec 1 is coming but a decision has not been made yet.
