BOWP withdrawal process

Hello my friends,

I would really appreciate if someone could answer few questions about bowp withdrawal. May be someone has some experience with it.
Short story - due to mistake in my application I decided to cancel it and reapply. So I sent email to cic asking for withdrawal and in addition I called CIC and CIC rep put notice on my application. Now the questions:
1. will I need to wait additional 8-10 days until my application will be assessed and VO will contact me?
2. Can I submit new application without waiting for previous application withdrawal?

Anyone please ..?
Can I submit another BOWP application while waiting for cancelation of previous one?
Is it possible that they can refuse to withdraw my application even if they still not started processing it?
