Hi Guys My PGWP will expire on Feb2015, My PR application is still in process, can I apply for POWP now? or should I wait until DEC??? Please advise.

You can apply for BOWP if your work permit is expiring within the next 4 months. Since your work permit is expiring in February 2015, you can apply in November but just make sure it is not before 4 months.

You can apply for BOWP if you "have valid status on a WP that is due to expire within 4 months;"
Some ppl has a better luck getting their BOWP by applying within 5 months or more before their document expire
But I'll apply for the BOWP at end of november'14 if I were you just to be safe.
