Hi, I am an inland applicant who just landed few weeks ago, still waiting for my PR card to arrive.
I need to go to USA for a week, it would be really inconvenient if I can't take commercial transportation back to Canada.

I have a work permit valid till 2019, can I use my work permit to take commercial transportation back to Canada while I am actually a recent PR with only COPR and still waiting for my PR card to arrive?

1. Coin toss, it is quite possible that your work permit was cancelled when you "landed" so you would need a PRTD, but it is also possible, that IRCC is in the process of cancelling it, and hasn't got to it yet. So it is a coin flip whether you would be allowed to board or not.
 
Technically yes, if you can convince the airline that you are a "temporary worker with valid work permit and TRV" and they allow you to board the plane.
Once you arrive in Canada, tell the border officer you are a PR. They might not be happy but they will let you in.
