Just for information:
IRCC is making biometrics mandatory for all countries in a phased manner. For India/all Asian countries, biometrics are mandatory after December 31 this year

I asked this because I remember when I landed in Dubai .. they Did a iris scan there at the immigration .. though there Visa doesn’t have any biometric requirement .. I

We are doing soft landing in early august from United states by road (Indian nationals) to complete the COPR processing. So do we need to give the biometrics as per the new law? Does this apply for PR applicants as well? Highly appreciate if someone can answer this. Thanks in advance!!
