Just heads up. IRCC will require biometrics from applicants from Europe, the Middle East and Africa from July 31st 2018. I’m wondering if it is applicable only to people that apply after July 31st 2018 or those that already submitted their applications will need to provide them as well...

Generally changes are not applied retrospectively so any applications in the system before July 31 are probably exempt but only IRCC can confirm
