Biometrics for Visitor Visa Extension

Hello

I'm a Brazilian national currently living in Canada.
My current visitor status expires soon I'm considering applying to extend it but for the first time, I'm being required to provide biometrics. According to some people and also researching on IRCC website I should be exempt from providing biometrics as a visitor/Eta holder. Last time I extended my visitor (Aug 2019) I haven't had biometrics requested. Has anything changed since then?
I recently applied for my permanent residency too and paid for biometrics so I'm really frustrated with the idea of paying twice for the same thing.

Yes, what has changed is that applicants in Canada are now required to give biometrics.
But the good news is that you have already given biometrics for PR application in process you don't have to redo them for a temporary permit:

temporary resident applicants who have already provided biometrics in support of a permanent resident application that is still in progress
