Hi everyone please I need your help

I received a biometric validation letter and the next day I was sent a refusal letter my friend also experienced that.

Does it mean that the biometric validation letter is a sign that application will be refused?

Can someone received the biometric validation letter and still be approved?

No. Every applicants regardless of the outcome of their application either approved or refused get a biometric validation letter. The validation is only to advice applicants of the validity (length) in years of their biometric. It is to advice you the date you submitted your biometric and when it's going to expire. For example, if you re-apply within the date advice on the letter, you may not need to be fingerprint again. Biometric validation is one of the first stage of assessing each application.
