Biometric pending for spouse in India

Hi ,

I am currently in Canada under work permit and I have applied my for myPR. AOR is jun 25 . My spouse is in India . My biometric details are Updated in my profile And waiting for my spouse to give biometric in India . Unfortunately vfs global is closed in India for many days . I am staying alone in Canada more than One year . my husband has received biometric request letter and I am thinking to send him to Dubai and give biometric. I am yet to apply for Dubai visa . please let me know if anyone have tried this or is it allowed to give biometric in another country .
