Thread refers to the thread in a forum. It's the idea of a first post (in this case, my post) and then all the other replies following in a thread (like the type of yarn called "thread").

So in that case, the poster probably meant that this is a better forum thread to follow. He wasn't talking about trends (as in "a prevailing tendency or inclination")

Government and senates cant do magic , it needs time

Thanks spyfy for the great summary. Question about 2nd scenario you mentioned (quote below), what happens if HoC votes to oppose the bill now (because of the amendment)? Will it go back to Senate to redo the amendment, or will it simply go through to the next step without the amendment?


Option 2:
- The Senators will continue to debate this amendment and then vote in favour the amendment.
- After accepting the amendment, the Senators will then debate the whole bill again and vote in favour of the bill as a whole.
- This means the bill has been read for a third time and therefore has been approved by the Senate.
- Since the bill has been amended, it will go back to the House of Commons (they only agreed to the unamended version after all).
- The HoC will debate the bill as a whole, including the amendment, one more time and then vote in favour of the bill.
- The - now amended - bill has been approved by both Houses of Parliament.
- The bill then goes to the Governor-General who gives what is called "royal assent". This is a formal procedure, it is basically always given.

Then HoC will send back the bill to the senate and Senate has to vote again to pass/fail it in the form HoC sent it.

As _MK_ already pointed out: If the Senate votes in favour of the amendment but then the HoC votes it down it goes back to the Senate. Theoretically this so called "ping-pong" could go on forever until both houses agree on a version. However Ratna Omidvar, the Senator who proposed the amendment, signalled that if the HoC should vote the amendment down, she wouldn't insist on it. So in case the HoC votes it down it is likely that it will go back to the Senate one last time and they will say "Mmmmmkay, then no amendment it is".

Just for those who haven't followed the process that closely before: The bill being on the "Order of the day" does not imply that it will be indeed discussed that day. Unlike in the HoC, ALL bills that are before the senate at the moment are on the "Order of the day" for every single sitting day no matter if they will actually be debated or not. Often, though, particular items are skipped. So the "Order of the day" is just like a "ToDo list" and just like your own real life experience: Sometimes you skip items on your ToDo list :)

This is different from the HoC. The HoC has a detailed day-by-day schedule and if something is on the Order Paper there, it is actually debated that particular day.

The bill still might very well be debated in the Senate on the 28th. I'm just pointing out that it being on the Order Paper in itself doesn't imply that.
