med passed Mar 15 2017
BG in process Mar16 2017
doc required Mar 16 2017 ( upload deadline is May 16 2017)
uploaded doc Apr 10 2017
BG is not applicable May 5 2017

My opinion: The Background check status cannot be used as a basis for anything. I got PPR while my status was still "Not Applicable."
