Best time to land in Canada for IT jobs

I heard winter not a good time to start looking for IT jobs, but not sure. If some one can add information it will certainly aid in decision making.,,,

I'am planning to land in August, after winding up my India commitments.. But August is just 1 month away from Winter in Canada, so weighing options as how it is going to work out.

I'm planning to visit Canada to meet my few relatives there, but i need to get a Temporary resident visa to enter Canada borders. I want to know what are the procedure and details to apply for Canada Temporary resident visa as i'm going to apply for it in Immigration Law firm - Green and Spiegel LLP. Any advices or suggestions will be highly appreciated.
