I am an international student doing my PhD in the U.S. I have already gotten my MS degree from my current university. I am thinking about the best time to apply to EE for my case. Is it better to wait until I finish the PhD? Does being in the US give me any advantage?

Side question: Do I still need to do an English language test, even though I got a 2 years degree from the US?

I would say wait until graduation and send all documents (degrees,diploma,transcripst,etc) for Assessment (ECA) and u could get full points for education. No, being in the US doesnt give any advantage, everything has to be assessed from the designated bodies , and yes you still need to take IELTS or CELPIP (No exception) . btw When is ur grad ?

I would say..., just apply for it after getting ECA for masters and IELTS if you have any Skilled work exp.
If you get an ITA, then you dont need to wait. It does not matter, profile is good for 1 year and you can update it any time.
