I am really seeking your advice towards the path forward for me. Will appreciate your prompt response.

Brief regarding me:
1. I was in USA from 2003 to 2010
2. In Between, I got my PR in 2008. I landed and stayed in Canada for few days and came back to USA and then continued working in USA till 2010
3. Went again to Canada in 2010 and stayed over there for 5 months working for a very known company.
4. After that, I worked in India from 2010 to 2013 and came back to USA in 2013.
5. My brother has the PR and is in Canada.
6. My PR Card expired in 2013.
7. I have also enlisted myself in Express entry pool for the new PR application however my score is around 300.

Questions:

As I currently do not meet the residency obligation, please let me know what should be the next step forward.

1. Can I enter into Canada on my private/rented vehicle by Road with Landing Papers (The one I used at the landing in Canada first time)? If this is fine then:
a. How will I get my driver license, health card, school admission without PR?
b. Can I get the job just on the basis of SIN No without PR?

2. What are the options to re-instate the Permanent residency knowing that I do not meet the Residency Obligation?
3. Should I surrender my PR card or try to renew my PR Card?
4. My brother is now residing in Canada, where can we get the advantage of this while filing for PR card

1. Yes - you can try entering. You may be able to enter without being reported in which case you'll need to remain in Canada without leaving for 2 years before you can apply to renew your PR card. You may also be reported at the border for failing to meet RO - in which case you will have to appear at a hearing and should expect to lose your PR status and be ordered to leave Canada.
a) You may find it difficult to do some of these things without a valid PR card. Or it may not be an issue since you have a SIN. It's difficult to say for certain.
b) As long as you have a SIN, you can work.
2. Only the option you have mentioned (i.e. entering Canada in a private vehicle).
3. Your choice.
4. No real benefits.
