Before submitting application for spousal sponsorship

hello folks,

Can we submit application for sponsorship through outland process while both husband and wife are out of canada. (husband is a Permanent resident and going to mail the documents for sponsorship).

I believe husband cant submit application until he himself is physically present in Canada during the time of his application. Can you please confirm this. I would really appreciate your help. Thank you!

From sponsor guide:

"If I live outside Canada, may I sponsor?

If you are a Canadian citizen, you may sponsor a spouse, a common-law partner or conjugal partner, or a dependent child who has no children of his or her own. However, you must demonstrate that you will live in Canada when the sponsored person becomes a permanent resident.

Note: Permanent residents residing abroad may not sponsor from outside of Canada. Canadian citizens travelling as tourists are not considered to be residing abroad."

Thank you GOGOGO, I am returning canada in mid june. is it possible to atleast mail my application package so that I can start with the step 1 assessment of sponsor process without wasting another 3 months or do I have to wait until I return to Canada in order to do that. Could someone pls let me know. I really appreciate. Thanks a lot

The sponsor who is a PR has to wait until he/she is back in Canada. If he sends it while he is still living outside Canada, he'll just be refused.

As a Canadian citizen, born and raised, I can sponsor my wife while living in China, but a PR must be in Canada. I can't understand why, but I guess that's one of the perks of being a citizen.

The reason is a PR can lose status if residency is not maintained; a Canadian born in Canada cannot lose their citizenship unless they renounce it, if naturalized it is quite difficult to lose - far more difficult than a PR and certainly not as a result of not maintaining residency in Canada which is the requirement here to sponsor.
