I graduated May 2011. I finished all my classes in Dec2010. Which of two dates should I follow. IF i follow the second one, that only gives me less than 2 month time.

You go whatever the date that's on your degree. Same if you apply CEC.

based on your last transcript

Which might not be true.

As for OP, based on your username, I assume you are Chinese. Then I guess you should be able to read this:

我去年十月份毕业的,但是毕业证书要今年6月convocation才能拿,今天联系安大略PNP办公室,对我说交成绩单和school letter不够,他们不会处理我的Case,一直要到我递交certified copy of degree才会make a final decision.

Basically, this guy graduated last Oct and he didn't get the degree(that piece of paper) until this June's convocation. PNP Ontario says transcript and school letter are not enough and they won't process his case until he submits a copy of the degree then they will make final decision.

Even though it's Ontario, I would assume it probably be the same for BC. Although I might be wrong. You can always call BCPNP and ask.
