Hi.

Short story: I landed with my parents in Nova Scotia when I was 9 and then left with parents back to my home country while still a child. I have my Nova Scotia health card and obviously expired.

I am back to Canada as an adult and settled in BC.
When applying online on my.gov.bc.ca,
I get two options. PR moving from outside Canada and PR moving from a province in Canada.
I am not sure which one applies to me in this case.

Any idea?

You are PR coming from another country. You haven't had a health card for 20 yers almost. You need to get a PR card first. Believe that BC requires you to show a valid PR card to get coverage. You could try showing your appeal from your H&C denial. You won't be able to do this online probably.
