I sent PCC of only principal applicant and spouse (not under 18 child) with my application earlier which is also consistent with your advise that anyone less than 18 years old doesn't require PCC. But I found one person (not in this forum) who sent his 4 years' child's PCC as well. Is there any clear/written guideline from CIC regarding this?

both options are ok.but its receiver general for canada..not of canada

It should be written in the "Fee Schedule". As I mentioned that in my one, it is written to made payable to the "Consulate
General of Canada, Sydney"

Yes, there's a clear guideline in CIC website

"In general, you and everyone in your family who is 18 years of age or over need to obtain a police certificate. You must obtain a police certificate from each country or territory where you have lived for six consecutive months or longer since reaching the age of 18."

It is written everyone 18 years and above has to have Police clearance, from countries they resided more than 6 months consecutive. I did this for only myself and my wife (I have two kids 12 and 7 yrs mate!!!!) from 03 countries Thailand, UK and Bangladesh where the rules are the same. ....................................;D
