Backlogs.....!!!???

this term Backlogs is being used in many posts ..
Now... what is considered as backlogs... when everyday in the VO a certain number of applications are being processed how can backlogs get created...??? seniors cud throw some light on this....

Now... what is considered as backlogs... when everyday in the VO a certain number of applications are being processed how can backlogs get created...??? seniors cud throw some light on this....

Applications submitted before 27/02/2008 average processing time between 33 and 81 months, Applications submitted after 28/11/08 before 25/06/10 9-14 months, after 26/06/10 no posted stats. So you can see that applications are in a backlog.
