Just wanted to know if MR is sent only after all background, criminality and security checks are completed?

I guess they will send MR only when visa officer things you are eligible in CEC, the criminality and security may have finished already or may not

So, everyone that the VO thinks is eligible for CEC will receive an MR request, whether or not the background, criminality and security checks are done or not?

Exactly, that's what we see from the trend and GCMS notes.

Btw there is nothing called background, just 4
Eligibility criminality security & medicals.
