Background declaration: Help Please

I have a few questions with regards to background declaration.

1) If I was denied for my Visa application in another country, will CIC would still accept my application?
2) If I was hospitalized for 3 weeks before, will CIC would still accept my application?
3) If my bachelor's degree is a four-year course and I've finished it in 5 years, what will I write in the number of years completed for Univeristy field?

Yes,your application will be accepted
2) If I was hospitalized for 3 weeks before, will CIC would still accept my application?
Medical condition is not a limitation please at this stage.
3) If my bachelor's degree is a four-year course and I've finished it in 5 years, what will I write in the number of years completed for Univeristy field?
Write 5 years pls
