Background Declaration form filling doubt

Hello There,

I shall appreciate if seniors would help me answering this question

I was once rejected for a working holiday maker visa's entry clearance to UK


In the background declaration form question no 9's subsection is as below

Have you been refused status in, or an immigrant or permanent resident visa to, canada or any other country, or have been refused a certificat de selection du Quebec to Quebec?

Should i say yes or No here.

The succeeding section is as follows

Been refused admission to, or ordered to leave canada or any other country?

My understanding is that anyone on arrival in a country has been refused admission to enter the country should say yes

I should say no here, am i right?

If you have been refused visa or entry answer truthfully cos they can find out during background check and that can be counted as misrepresentation.

Be truthful in your filling of the aplication.Your ticking YES does not means rejection.
