Inland takes longer because it does not have priority. CIC's perspective is that the couple is together in Canada and does not warrant the priority that outland applicants do, as they are normally separated from their spouses and deemed to be suffering less hardship. Background checks in the family class are around security to ensure public safety and that Canada is not accepting criminals, people connected to criminal activity or those who have past/present associations with banned organizations. For the family class, work history verification is not as important or a legislative requirement as with the economic classes. But they CAN check it if they want to. CSIS does the screening and confers with other international law enforcement authorities and checks WATCH lists produced by various organizations (i.e. INTERPOL). Their methods are somewhat secret and I don't know more than that. However, some people have gone through more advanced levels of screening for immigration purposes and may be able to shed some light on the "actual" screening process.
