BACKGROUND CHECK NOT APPLICABLE

My Application was received by CIO Nova Scotia on 04.11.2016
I got my AOR on 14.01.2017
I received FT mail on 23.02.2017
I received request for Medicals on 08.06.2017
I paid my RPRF on 10.06.2017
I completed my medicals on 20.06.2017 in Mumbai
My Background check started on 27.06.2017
My Medicals passed on 28.06.2017
My Background check almost lasted for 3 months
I got my GCMS notes on 21.10.2017. In that i found all my checks were completed but due to Medical not passed on the day of Background check officer had put my application in Waiting Mode.
On 30.10.2011 My Background checked turned to "NOT APPLICABLE"
Then after my application is on that stage on
I would like to know What does the "NOT APPLIACBLE" IN Background check mean

Harish, I was wondering if you have received PPR or if there is any change in your background check. My mother in law's background also changed to not applicable around Christmas. Her medical is expiring in March and there is no communication from Delhi Visa office. I sent inquiry on Dec 6 but no reply from them.
