I think that portion is left for you to sign later. not 100% sure.

Dear Target2009:

You just have sign and put the date before the Bottom section.

That section is provisional that In case you have to sign in front of Visa or consular officer, perhaps during interview. Right section is for translator because sometime language interpreter is necessary during interview. So You just have to sign in the First Signature Box in Page 4 and put the Date.
