Back Ground Check

Hello,
I have applied PR through OINP on January 19, 2017. processing time getting much longer than other people who directly qualify.

on April 18, 2017 my background check become NOT APPLICABLE, not sure what does it mean? and anyone who have better knowledge about it

are more than welcome to give comments on this.
