B4, when and where to get the stamp?

Hi guys,

When my parents landed at YVR airport serveral days ago, the immigration officers there told them that Immigration Canada at the airport is not the place where they should submit the B4 (Personal Effects Accounting Document). But I remember that when I landed at the US/Canada border years ago, they gave me a stamp on B4 right there at the Immigration...

My question was: when and where is one supposed to get B4 approved and get the stamp?

Go the CBSA office on Dunsmuir Street in downtown Vancouver and get it stamped.

Officer is wrong. They are the ones who are supposed to stamp those when landing. CBSA office should stamp it for you but you need to go very soon.
