b4 form not presented to cbsa upon arrival-what to do?

hi guys! anyone knows what should be done if you were not able to present the B4 form at the cbsa upon arrival in canada, not stamped or checked? will the custom charge you the tax when claiming the cargo, and can be refunded? how do they rate the charges? i read qorax post long time ago about preparing for the b4 form to be presented at cbsa even if not asked, but still... it was forgotten. need help....

Try and get it stamped NOW [u may approach the 'external counter' of CBSA at the a/port], Else u may've trouble bringing-in ur goods later [w/out duty].
