If she's shipping stuff for you have her write in big letters DUTY FREE - B4/B4A also. Point is so that it's super obvious to folks to save you from having to get the refund later.

Okay one last question! When putting stuff in, if we have some stuff with us and some to come later, is that okay? And can we put the car on the B4 form? I'm still very confused about importing and we're waiting for the title and won't have it until probably the end of the month.

That's fine - just put it all upfront in your B4 at the time he lands. Include stuff already with him and EVERYTHING he has coming later (as long as it was owned, used and possessed by him you're cool).
