Time 2 yrs unless you have employer who can sponser you that will put you on a fast track ( 4-6 months )

If you get 6 in each band in Ielts you willl get 15 points and for General Skilled you need minimum atleast 6 in each band of IELTS.

If you get 7 in each band you will get 25 points.

Visaexpert, Saki is right as far as IELTS is concerned. But i doubt 4-6 months time even if you have high priority because of your employer as your skill assessment in first phase can take around 1-3 months (in case of a friend of mine it took 3 months) and its after that your real immigration process starts with DIAC. Last year it used to take around 8-12 months depending on your priority (i.e if you have employer or state sponsorship or your are on MODL) and 12-16 months if you are on SOL (not on priority). Of course there some ppl are lucky and get immigration in 6 months but this is not what happens generally. As MODL was revoked in Feb 2010 nobody can say for sure how long DIAC will take for applicants that fall on new occupation list.

You can have your self assessed on workpermit.com chances are that points will remain the same but as there isnt MODL anymore so I am not sure how many points would one get if he is in the new SOL list. Maybe someone else can share some insight on this.

Let me know if there is something else you want to know.

What is Pass mark in Australia Immigration System and what is total marks?

Pass Mark is 100 and Total Mark is 120

For state sponsorship you can apply if state can sponsor you without job offer but again if you have job offer it will put your application on prority.

nice and helpful thread!

Pass marks are 120 and for State sponsored applicants its 100. You don't need employment offer for State sponsorship. In addition to occupation list each State has maintained its own skill shortage list, if you fall on that you can apply for state sponsorship see details below:

STATE SPONSORSHIP – PERMANENT VISA (176)

Under the State Sponsorship permanent visa you will need to meet the following requirements:
-You must be under 45 years of age.
-You must have an occupation on the Skilled Occupation List (SOL) as well as the individual State Skills in Demand list (or be sponsored by a relative).
-You must have recent experience in your occupation.
-You must have good English language skills.
-You need to be sponsored by a State or Territory or a relative.
-You need to reach a pass mark of 100 points – This points requirement is lower than for the skilled independent visa i.e 120.
-You must live in the sponsoring State for the first two years after which you can live elsewhere in Australia.

Can any state support for IT (Computer) Professional in Australia?

Any state for College Teachers or Any Teachers?

At a glance there are following IT occupations in new list.

261111 ICT business analyst
261112 Systems analyst
261311 Analyst programmer
261312 Developer programmer
261313 Software engineer

IT professionals are supported by Australian States but I am not sure about the teachers and I have heard that Australian States are updating their Occupation lists too.

Can someone else comment on this?

Your argument looks reasonable :)
do you have any official reference/link/document so that I can probe further in to this?
