This has always be my concern.The lopsidedness of the whole process across various visa offices. NDVO and perhaps Manila are firing with all cylinder while our own accra left MI3 applications in limbo.Its more like NDVO is acting on intructions while other VO are left in the cold. I pray accra would sit up and make MI3 the fast track Mr Kenny claimed it to be.

I also think background checks are going on or have been completed for MI2 and MI3. An MI3 applicant from SVO, another slow VO like Accra was invited for interview cos he used an immigration consultant that was not registered with CIC. Let's hope and pray they start raining down our own MR asap.

U are likely correct omoba7.SVO mail posted on same singapore applicants thread also suggests MI3 applicants are the priority as per processing for the year and that MI1 and 2 would be accommodated only if there are more space to mop them. This may sound good for MI3 but wont they apply same policy for MI3 at arrival of MI4 more so accra seems to be on holiday as per MI3. This shifting of goal post in the middle of the game sound strange.

In my opinion, the email SVO sent the applicant is the general ministerial instruction but we all know that VO's seems to be following some sort of internal instruction which commands them to process MI-1 for now till june, 2012, reported from the mail sent a LVO applicant. With the exception of NDVO that seems to be processing both MI's.Seems NDVO has enough manpower than other VO's so they have more capacity.

As you may already be aware, changes to immigration law in 2008 allow Citizenship & Immigration Canada (CIC) to set, through Ministerial Instructions, the number and type of applications considered for processing each year, and the order in which these applications will be processed. Your application was determined to be eligible under the first set of Ministerial Instructions, as it was received between February 28, 2008 and June 25, 2010. For applications received under earlier sets of Ministerial Instructions, we will proceed with the final steps of processing (e.g. medical examination, statutory checks) only when we have sufficient target space to be able to issue visas in the coming year.

Applications received under the first set of Ministerial instructions will be processed to finalization on the basis of when they were received. Applicants who applied earlier (from February 27, 2008 onward) will be contacted before those who applied later (up to June 25, 2010). When we are ready to continue processing your application, we will contact you with instructions. Until then, the only information you are required to provide to our office is:

- Change of address or contact information, including email address

- Marriage, birth, or death in the applicant's immediate family

- Request to withdraw the application and refund the application fees

- Submission of an Arranged Employment Opinion approved by Human Resources and Social Development Canada

- Change to the applicant's representation (to engage, change, or revoke a paid representative, the form IMM 5476 Use of a Representative must be completed and signed by the applicant, then sent to our office)



In all correspondence with our office, remember to quote the applicant's file number, full name and date of birth.

Omo Naija. This is the mail I discussed earlier.The mail is clear that priority for the year is on the MI3 and that the MI1 and 2 would be accommodated if quota is not exhausted. SVO seems to have exceeded their yearly quota and the last baby would be settled first, LIFO syndrome. This seems to be the general instruction to VOs. Though implementation is yet to be seen globally except NDVO. I hope accra would surprise us with MRs very soon.

I've read the current stream on this our forum page & strongly believe that Accra VO is Pro-MI 1 currently. Hopefully it will be the turn of MI-3 & MI-2 in the "near" future & within their 1200 quota for 2012.

But if Singapore VO can over shoot their quota, why is Accra not following that path?
