Atlantic pilot program

Good day! I have some questions about the eligibility under Atlantic Intermidiate Skilled program(pr application)
1)what is a completed canadian secondary school?is it a completion of either grade 11 or completion of grade 12?
2)if i am not equalified to this program can i switch to PNprogram after my province Endorsement letter expired?
