At what stage, do we know that 67 marks are awarded to our application?

your score for the application,,,your CIO approval and your basic criteria is checked when your file opens at first Bring forward date in CHC new delhi ,,,the officer checks it and marks the second BF date and passes to the senior officer,,,,,,so points are awarded in CHC new delhi only after you submitt ur full aopplication,,,not in CIO as many believe

I already submitted the full app to new delhi and status is received by visa office.
If status changes to In process, Does it mean that my file has been awarded 67 points?

yes yes...if u r under "received by visa office" then it is undecided but if u r "in progress" then 200% sure that points hurdle have been passed

when did u send the file to CHC nd,?,what is status right now?

Docs received by CHC on 27th april 2010. status is receiver by visa office

yes.. it is awarded at Local VO not in CIO. Once you r in process stage.. that means points has been calculated and your application found eligible for processing.

67 points are not awarded by CIC, it is eligibility criteria for an applicant to get at least 67 points on the basis of education, english test, adaptability etc. Nobody awards points, but it is the qualifying marks to be able to apply for Canada Immigration.
