At what point do I count as a canadian student?

Hey guys,

So I'm 19 currently and this year I will finish school here in germany. Now I thought about moving to canada to study there.
So I found a university I like and I could apply as a canadian student or international. My question is now that I want to completely move to canada, not just temporary, so does that count as canadian student since I want to live in Canada maybe forever?

Only once you get permanent residence ( PR) or become a Canadian citizen can you apply as a Canadian student. If you are not either of those two then you can only apply as an International student.
