i am a Canadian citizen and living in Saudi Arabia. My brother is in usa right now in business status, can my brother take asylum?

Is he being persecuted? Since you are able to live in Saudi Arabia you will have to prove why he fears for his life but you choose to live in Saudi Arabia as a Canadian Citizen.
Then no - he can't due to the safe third country agreement. If he want to apply for asylum - he'll need to do it in the US.
But first he went to canada then he went to usa from canada.and changed his status. His first entry was canada
So he's now basically had two opportunities to claim asylum and hasn't. I think CIC will look at him as an economic immigrant trying to use the refugee system to his benefit. I believe he'll be turned back and sent back to the US due to the safe third country agreement. He should apply for PR through an economic stream like Express Entry instead.
Actually he went to usa from canada after visiting to canada. His family went to the usa from his home country. Then they apply business visa inside usa. Now they are legally in usa.
He is confused about his asylum dissection. Because of third country agreement. He needs to help me. Because i am canadian citizen. Yes he has some kind of threads.
Given he left Canada an then went to the US and got a work visa it seems a bit late to apply for asylum. You must have lots of proof of threats like prison records, torture records/pictures, police complaints, proof that you belong to a political opposition party, that you have been writing/posting online against the government, etc. It can't be something like a family dispute. If he got asylum he would never be able to return to Saudi Arabia. He seems to qualify for the economic immigration since he was able to get a US work permit. While he is working in the US he should look to immigrating to Canada for economic reasons.

In order to get exemption to safe 3rd country agreement, he would need to have family living in Canada. So if you move permanently back to Canada, then he can claim asylum at USA /Canada land border. You living outside of Canada doesn't help him at all.
