Assistance with TRV application

I need your assistance with the TRV application. My cousin wants to visit Canada for a wedding and he is on class A job (Working as Magistrate) what process they usually go through? do they need any authorization from Govt. of India? What is the process? any help would be great.

Process and documents will be same unless he is holder of special or diplomatic passport holder
