You need to wait until you have returned to Canada before you can apply. You cannot apply from outside of Canada.

What it's called will depend on which province you will be living in.

You can apply for OHIP as soon as you arrive in Canada. Normally there is a 3 month wait for OHIP. This 3 month wait is waived rigth now due to COVID-19. Once you are ready to travel to Canada, you will have to research if the 3 month wait time is still waived or if it has been put back in place. If the 3 month wait time has been put back in place by the time you travel to Canada, you will want to purchase private insurance to cover emergencies for the first three months of your stay in Canada.

Would add that OHIP doesn’t cover all healthcare expenses. Prescription medications for adults from 24-65 are not covered, dental care is not covered, most vision care/glasses/contact lenses are not covered, etc. You need to be prepared to pay for these costs and try to find a job that includes an extended benefit plan that you can pay into.
