I am asking on behalf of a friend. Here is her situation. She has a PGWP that will expire this coming August 17, 2025. The employer is unaware of the Labour Market Impact Assessment (LMIA). She asks the employer for LMIA this May. She plans to switch to a visitor record. In the future, can she apply for a Work Permit with a French LMIA - Exempt or a Work Permit with an LMIA After her Visitor Record is approved or during the processing of her Visitor record, while she is in implied status, she plans to take the French at the end of 2025? She is studying French right now. She submitted her Express Entry application, but due to a low score of 399, which was caused by being overage, I suggested that she study French, as this is the only way to obtain a PR. Her occupation is not in demand here in Canada.

I assume she has an employer who is willing to go through the process of obtaining an LMIA or the LMIA-exempt work permit?
I believe she will need to apply for the work permit from outside of Canada if she has visitor status. To the best of my knowledge it's no longer possible to do this from within Canada.
So if Visitor record does not applicable in the future , I hope the employer is willing to go through the process but it takes a year to get a positive LMIA. and get an EDSC because her permit is expiring will be in 2 months and 17 days away. If not My only hope is to take the french test before her 90 days comes up and get LMIA-exempt I hope the employer accepted her again in that town. Currently, She is working in a youth centre under a local government but her occupation is in Music Industry. I want to ask: Assuming she applied outside Canada, would it be possible to do so without leaving Canada if? she has a visitor record?
I just want to ask what kind of permit someone can apply for after getting a visitor record, or while still on implied status (visitor record in progress) , especially if she receives an ITA under the CEC – French category.
Example situation: (Let's just say assume)
- She applied for a visitor record before her PGWP expires.
- She’s now on implied status while waiting for the visitor record to be approved. Note: According to IRCC that I read , she can work until PGWP expires and after that August 17, 2025 , she has to stop working. During this time , she will be taking review classes for a month here in Ontario for French and take the exam.
- She received an ITA on November 19, which is already after the 90-day restoration period.
- Her visitor record is either still in progress or gets approved a few days later.

If the visitor record is approved, then she submitts the PR applicaiton. She would continue to have visitor status in Canada.
If she wants to be able to work she needs a job offer from an employer and an approved LMIA or an LMIA exemption supported by the employer.
I would like to ask if the visitor record is approved. What are her chances of getting another permit after visitor record is approved. Does she need to leave Canada to apply another permit.
I assume you are asking about a new work permit? If so, then to the best of my knowledge this application would need to be submitted as an outside of Canada application.
Impossible to determine what her chances would be at getting another WP. Partially depends on the job and the applicant’s profile. As a visitor you can’t apply for a WP from within Canada.
I would like to ask what are your suggestions, Is there a way since her pgwp is expiring August 17th. I don't want them to apply for Visitor's Record unless there is a new temporary policy.
If she can get an approved LMIA then she can apply for a closed work permit before August 17th and continue working.
Actually , I am sorry if I am disclosing it with a friend earlier because I don't want to be in trouble. My fellow countrymen will judge me based on like this. I don't want to happen again. This question is for actually my parents.
Get a job offer and approved LMIA before the expiry of the PGWP and apply for a closed work permit.
