Arriving in Montreal ok?

I am coming planning on going to Windsor tomorrow but I’m not getting any well-priced flights to anywhere in Ontario. Can I land in Montreal and pick a flight from there and will my study permit be issued from Montreal

You can fly to anywhere in Canada, but you must have an onward ticket to Windsor. Your study permit will be issued in Montreal.
