Arrived Canada through EE but Delays Working

My wife currently has a good paying job in the US and wouldn't want to leave her job for Canada. However, to get a score high enough, she has to be the primary applicant. Assuming she gets a job in canada and goes through the process of EE we finally make it to Canada and she decides to delay working (assuming a company offered a job which boosted our EE), is there any penalty?

Also, i read that if she decides not to work and I, as the secondary applicant gains employment, she wouldn't incur any penalties. I'd appreciate your responses.

She just has to apply for EE, get her ITA, have her application approved and then land as a permanent resident in Canada.

Once she does that, the only obligation she has is to fulfill her residency obligations of being physically present in Canada for 2 out of the next 5 years from the date she lands.

There is no obligation to gain employment in a certain time period or even to work at all.
