Arrears hostory is the strong reason of visa refusal: consultant

My consultant says having arrears more than 10 becomes the reason for visa refusal. Canada has been seriously looking into number of backlogs from this spring '12 he adds. Another consultant has denied to start my proessing because i have more backlogs and say its waste of time n money apply somewhere else.
Shall i apply??

i know a guy for whom study visa was issued with 17 back logs, but it was a very rare case as even our consultant was shocked to see that. i dont the know the guy personally but i met him at office distributing sweets after he was issued visa. he applied to concordia university. received it on 23 July 2012

In such cases, getting a visa is pure luck. If the VO processing your application is lenient, you'll get your visa. Fingers crossed.
