I‘m not saying they would turn people away but also how do you justify needing to enter Canada if there are no physical lessons?
Me and plenty got there because we wouldn't be allowed entry after April. So we're kinda forced into it. The Immigration officer might send students back (pre Covid even) if they're not satisfied you're a genuine student.

What really? This is so sad
If the border officer suspect you're not a genuine student, or your story don't match your application, like if you said you have the money to support yourself but you can't prove it at the border, the border officer can refuse to issue you your study permit and make you return home.

There is a misconception that studying in a country is an easy way to move to that country permanently. The idea is you study then take your new found knowledge and experience back to your own country to improve life there. Trouble is most think it is a route to PGWP then PR. That is why IRCC & CBSA are getting stricter.

Except most Canadian universities advertise that route you mentioned, and the immigration minister said so himself that they like to retain intl students. Immigration officer are strict because they want genuine students that won't bring down the quality of education or cause hell to instructors. Of all intl students only %15 exercise their pgwp rights, most just return home.

Universities will advertise that as the want foreign money. But the decision to stay has to be made at the end of the course not before. If you arrive to commence a course making it obvious that you do not ever intend to return then you are not giving off the right impression and look like you have enrolled to emigrate not to study.
