To answer your first question - some people have good experiences and some people have bad experiences. It really depends on the family.

is no "loud talking,shouting,music" rule apply to everyone? (shared accomodation, separate rooms, apartments) even it is not listed in the agreement/contract?

It's not a restaurant. So they will generally cook what they want (not what you want).

If you want to be able to decide what you eat, then your choices are either the student residence with meal plan or cooking for yourself.
 
Or depending on the family if you pay them more money they'll cook for you
