Are the days prior the PR counted toward the 730 count? This is available for citizenship applications and it is half a day for a day to max of 365. is the same rule applied to PR renewal period of 730 days, i.e. 200 days prior plus 530 since the PR issue?

No.

Only days after you became a PR are counted.
 
Can i ask why only Citizenship has this option? is it considered as a valued option going forward?
